It is not a rule to be always followed as the number of builds one can do in-game are numerous. If one doesn't plan to use magic or psi abilities in game, it is better to put Int and Wis to a value of 3 or 5 as someone pointed out and turn those points to other stats even if you plan to craft( I'll explain both later why). They won't check you ahead in the corner even if you aren't on stealth. This is at the cost of 25% of your base health overall so it doesn't matter when you get it as Pasquale is the only guy that offers to do this.
It also doesn't help that your build isn't built for some straight up messy fights. More points equals to more time before they actually detect you and their eye icon turn red. Is there an average quality or is it item specific? I saw a screenshot of a drug coming in the expansion that increases your INT by 2, however, but still I wouldn't recommend new players to automatically dump INT before looking at the feat list.
I don't remember the quality of the balistic panel in the armor I crafted days ago. I just wanna play some Underrail. What I'm telling you is to stick and prioritize your Core Attributes and don't agonize over not choosing the others. One of the most overpowered combinations in this game is tag someone with thermodynamic destabilization > telekinetic proxy > tk punch them. I realize it is beneficial to have multiple armor sets for different situations. This last part can be hugely important if you want to re-stealth and enemies are nearby. Everyone's fair game as long as you don't get caught.
